General Rules

Entry Fee: 

•$250 – Payable in US Funds – on or before August 19, 2016
•$350 – Payable in US Funds – after August 19, 2016
Please note that your registration is not complete until we have received your tournament registration form, roster & ratings form and registration fee. 

Number of Teams:

37 teams total (16 C Division & 21 D Division) taken on a first-come, first-serve basis. A team is not considered registered until the full registration fee is received.

Waiting List:

All team reservations will be made on a first-come, first serve basis. Your online team registration form must be completed and your fees paid to reserve your spot. We have capacity for 37 teams at this year’s tournament and will only allow an even number in each division in order to properly build a schedule. Any team who registers beyond our 37- team cap or is the last odd numbered registered team in their division will be placed on a waiting list in the order in which their information was received. Decisions on the waiting list will be reviewed.

Registration Deadline: The deadline for registration is midnight.

Divisions Offered: Competition will be offered in Open Divisions C & D. All players according to the ratings rules will be placed into the division at the discretion of the tournament directors. 
**Tournament Only*** C division teams may have up to two B rated players on their roster provided their top 10 ratings cap is not exceeded. See guidelines below

Rosters: Team rosters may not exceed 18 players along with one manager/coach, and one scorekeeper. Final rosters must be submitted no later than August 1st.  All teams should have their ASA registration cards available if asked to present proof of registration by tournament directors. 

Ratings: Player ratings, using the NAGAAA rating system, must be submitted for each player on the roster. A player must submit their new rating for the 2016 season. 


The following team rating guidelines apply:

Open C Division - total team rating (sum of the 10 highest rated players on the team) must be 135 or less. No more than 2 players on the team may have an individual rating higher than 14.  **This Tournament will allow two B rated players on a C division roster provided their top 10 rated players do not exceed the cap of 135.**

Open D Division - total team rating (sum of the 10 highest rated players on the team) must be 95 or less. No player on the team may have an individual rating higher than 10. 

Teams coming from non-NAGAAA cities or containing more than 2-NON NAGAAA rated players will be entered on a case-by case basis.

2015 NAGAAA submitted roster ratings or a player’s most recent rating, if one was not submitted, will be used to determine division eligibility.

If a player has not been NAGAAA rated, a team coach/manager will be asked to complete a Player Rating Assessment Form prior to their acceptance into the Sacramento Camellia Softball Classic.


Awards:  Awards will be given to the top three teams in each division.


Games

Game time is forfeit time - if not ready to play when called, your team may be forced to forfeit.
To start a game, a minimum of 9 players on a team is required. If you have fewer than 9 players, you will be required to forfeit the game. If you have exactly 9 players, your line-up card must include a 10th batter slot, which will be an automatic out each time it comes up. If an eligible 10th player becomes available during the course of the game, that player can take the empty batter slot during the game. 

Catcher's Mask/Face Guard: Is optional in both the "C" and “D” divisions with each team needing to use a catcher’s mask or face guard as the approved equipment. 

Uniforms: Each player should have a shirt of like color with a number shown on the back of his or her shirt. Cargo shorts are acceptable. Bandanas do not qualify as headbands and cannot be worn around the head or neck at anytime.
Age Limit: All players on the official roster must be 18 years of age or older.


Pitch Travel: The ball must be delivered with a perceptible arc and reach a height of at least 6 feet from the ground, while not exceeding a maximum height of 12 feet from the ground.
Starting Count: All batters will start with a 1-1 count throughout the tournament, with no free fouls.


Home Team: The home team in each game will be determined by a coin toss. The home team must act as the official scorekeeper for the game.
Line-up Cards: Line-up cards for each game must be completed in triplicate and given to the home plate umpire prior to the start of the game.


Stealing: There is no stealing allowed.

Run rule in effect as follows:
• 20 runs after 3 innings 
• 15 runs after 4 innings 
• 10 runs after 5 innings 
Two (2) extra players (designated hitters) are allowed in the batting line-up.

Courtesy Runners: Prior to the start of the game, up to two (2) players may be identified as requesting a courtesy runner. They must be identified on the line-up cards prior to the start of each game. Use of the courtesy runner is not mandatory, but if requested, the courtesy runner must enter the game prior to the next pitch.

The courtesy runner will be the last completed at bat. A person designated as requesting a courtesy runner may have the courtesy runner every time up, even if they bat more than once in the same inning. A non-starting player may be designated as requesting a courtesy runner, in which case the above rules would take effect once the player enters the game.

Home run (over the fence) limits are as follows:

• C Division: 1 homerun per team per game; every additional home run will be considered outs. 
• D Division: no homeruns are allowed; all will be considered inning ending outs. 
Round Robin Play
No new inning after 50 minutes.
Games can end in a tie.

Double Elimination Play

A random draw of teams with the same record will determine each team's seed according to the following record priority: 2-0-0, 1-0-1, 1-1-0, 0-0-2, 0-1-1, and 0-2-0.

All Double Elimination and Semi Games: Start with 1 – 1 count. No new inning after 50 minutes. No courtesy foul. ASA run rule is in effect.  

All Championship and IF Games: Start with 0 – 0 count. No new inning will start after 60 minutes. No courtesy foul to give. ASA run rule will still apply.


Tie Games: 

In games of Tie Score for Open Elimination, Semi, Championship and IF, a ONE PITCH rule shall be applied: The last recorded out of the previous inning shall be placed on 2nd base. Each batter gets ONE PITCH 1) Foul ball: Caught or dropped-OUT 2) Strike: Swing or not, OUT 3) Ball: Batter is awarded a walk. 4) Batted Ball: Outcome of play.
All championship games will be 60 minutes or 7 innings, though the run rule will still apply.

Bats & Bases *  (Click Here to Check Your Bats)
Any bat used during the tournament must be ASA approved.
All team's bats will be checked prior to the game and must be made available to the umpire in front of the dugout. The ASA's NON-APPROVED bat rule will be in effect with one exception: teams will receive a first warning when an illegal bat is found. If an illegal bat is found a second time, the designated manager will be ejected from the tournament and the team will forfeit that game.
If there are two bags at first base, the ASA double bag rule is in effect.


Protests
Judgment calls by the umpire cannot be protested.

Protest of rules: There is no fee involved if the game umpire resolves the protest. If the game umpire is unable to resolve the protest, the UIC will resolve it. If the protesting team's protest is not upheld, they will be required to pay a $50 cash fee prior to the start of their next game.

Protest of ratings/eligibility: A protest of ratings/eligibility will only be allowed during round-robin play. The UIC, along with the protest committee, will resolve the protest before the team's next game.

A $100 cash fee must accompany a protest of ratings/eligibility and be given to the game umpire prior to the end of the game. The fee will be refunded if the protest is upheld.
Player Ejection: If a player is ejected from a game, that player is ineligible to play in their team's next game. If that player does play in the next game, the team shall forfeit that game.


Softball Complex Rules

The City of Sacramento’s Softball Complex Rules are in effect throughout the weekend and are as follows:

1. NO ALCOHOLIC BEVERAGES MAY BE BROUGHT INTO THE COMPLEX. 

All ice chests and personal bags are subject to search. All alcoholic beverages must be purchased from the onsite concessionaire and consumed in the designated area. All those found in possession of illegal alcoholic beverages will be restricted from playing in games and can be issued a criminal citation and/or ejected from this facility.

2. NO ALCOHOLIC BEVERAGES MAY BE BROUGHT INTO THE COMPLEX. 

All ice chests and personal bags are subject to search. All alcoholic beverages must be purchased from the onsite concessionaire and consumed in the designated area. All those found in possession of illegal alcoholic beverages will be restricted from playing in games and can be issued a criminal citation and/or ejected from this facility.

3. No outside food or beverages (except water or sports drinks).

4. No smoking is allowed anywhere in the Complex.

5. No loitering or tailgating in the Complex parking lot.

6. No dogs or animals.

7. No bicycles, skateboards, rollerblades/skates, or scooters.

8. No posting of flyers in the complex parking lot.

9. No sales of any type without a permit.

10. No littering.

11. All tournament information or advertisements must be posted in designated areas with approval of the complex Director.
